CubaseのキーエディターでMIDIステップ入力するとき、指定したステップ間隔とノート長が指定通りに入力できない場合、グリッドの間隔 (Grid Type)に「ズームに適応 (Adapt to Zoom)」が指定されていることがは影響していることがあります。「クオンタイズ値」に変更してみてください。

MIDI Step Input Does Not Follow the Specified Step Size and Note Length
If, during MIDI step input, the specified step size and note length are not entered as expected, it may be due to the Grid Type being set to Adapt to Zoom. Try disabling this option.
